I will be really, really surprised if this happens... the data plan for all at&t pdas is $30 per month, whether it be a Blackjack II, Blackberry Bold, HTC Fuze, or an iPhone. The thing that separates a pda/data device from a consumer messaging device (which is $15/month for data) is Microsoft Exchange support. The original iPhone did not support Exchange, and the data plan was $20, which was essentially $15 for data, and $5 for the 200 text messages that came with the plan. The iPhone 3g came out, supported Exchange like all other data devices, and the data plan shot up to $30. IF at&t were to offer the data plan for $20 again, I would imagine that the up front price would go up from $199. Of course, this is all opinion, but so was the article that stated the prices would go down.
