What's ATT's unlocking policy on iPhone 3G?

Anyone know for sure?

1. If one breaks the contract (and pays the fee), will ATT unlock the phone?

2. Will ATT unlock the phone (like they do other devices) after a few months into the contract?

3. How about at the end of 2 years? Surely thy will unlock the phone then?

But, there is no sense in using common sense in these matters. Has anyone heard directly from ATT on their policy?
