Default I am Eligable for an Upgrade, Someone mind helping?

So I am really trying to get an iPhone at the discounted price of $199.
But I keep getting mixed messages from people saying I cant.

My account says this :
You can take advantage of our no-commitment pricing option, with the exception of iPhone which requires a 2-year commitment. More Details

So I was wondering if tomorrow I can go into AT&T and buy an iPhone at the price of $199.

I called AT&T and the customer service rep said that I can upgrade but it will cost $299 and she wouldn't explain why it would cost that much.

Anyone mind helping me out.

The message is saying that you can't buy the iPhone at full retail, you have to get a contract with it. The price they quoted you of $299 was for the 16GB, you can tell them you want the 8GB for the $199 price.
