Other than the jailbreak app MCleaner, is there any other apps that will let me send unwanted call straight to voicemail or otherwise block?

Have you try iBlacklist. Your iPhone must be jailbreak...

You can call AT&T and pay $4.99 and you can pick like 10-20 numbers to block.
