Making an aquarium app?

I am interested in having an app made.

I know what I want this app to consist of, but I thought I would inquire on how to go about having an app made before giving out details.

I would need to partner up with someone who has the knowledge and ability to make apps. I will help with the data and general direction of the app.

There are no apps like the one I have in mind. It would be a very useful tool for someone who was in the aquarium hobby.
