I don't think that the same "upgrade policy" is applying to the new iPhones. Sure, you can look online at AT&T and see if you are upgrade eligible, but that is for online ordering. iPhone in-store will be different depending on your contract status (good standing and long-standing). 18 months is usually when you become upgradable in the 24 month contract. I bet if you are at least 6 months in, they will allow you to upgrade to iPhone given the higher plan prices they will make their money back.

If you look at your account and it says you are upgrade eligible, it means you are upgrade eligible. You can order any phone online, or walk into the store and buy any phone in person, for the subsidized price. I know this because I have done it, several times.

I doubt it'll be only 300 for 8 gig/400 for 16 gig. Probably gonna be 500/600 then maybe go down to 400/500 later on...kinda like last year.

I have no clue but I asked and AT&T sent back an email telling me "yes, you're eligible". Will I be taking a printout of that with me to yea olde Apple store when I buy my 3G? You betcha! Will I have to sign a new 2 year contract which supercedes my existing contract? Probably. Go log in at wireless.att.com and shoot them an email. Hopefully you'll get a similar answer back. Can't hurt to ask in my book - worst they can say is "no".
