Maybe tethering, but not MMS. That is an issue with getting all accounts updated through the front end and a back end system.

Pictures, videos...via email or MMS is using data. MMS will just add to the strain on an already stressed network.

i understand going through the existing plans and changing them, but for people starting a plan they should have instant access to MMS

Well the network isn't going to be upgraded before MMS is released. So that isn't the reason.
